Per-user CRM and a partner programme, or flat-priced sub-accounts you resell under your own brand? An honest comparison of cost, client data, branding and websites.
Zoho CRM and GoHighLevel often end up on the same agency shortlist, but they are built for different jobs. Zoho CRM charges per user, sits inside a very large suite of business apps, and agencies usually work with it as Zoho partners. GoHighLevel is a flat-priced agency platform: each client gets a sub-account, and you can resell it under your own brand. This guide compares the two on client data, branding, websites and real cost at different team and client counts. Prices were checked at the time of writing (October 2026).

Neither is better across the board. The right choice depends on how your agency makes its money.
Zoho CRM charges for every person who logs in. At the time of writing (October 2026), US prices billed annually are $14 per user a month for Standard, $23 for Professional, $40 for Enterprise and $52 for Ultimate. On monthly billing they are $20, $35, $50 and $65. A free edition covers 3 users but stops at 5,000 records, which is too small for most working client accounts.
GoHighLevel charges the agency one fee. Starter is $97 a month and allows 3 client sub-accounts. Unlimited is $297 with unlimited sub-accounts. Agency Pro is $497 and adds SaaS mode: you sell the platform as your own subscription, client accounts are created automatically, and you rebill usage with your own markup. Paying yearly costs $970, $2,970 or $4,970, which is about two months free. Every plan includes unlimited contacts and users.
Everything else follows from this difference. With Zoho, cost grows with every seat. With GoHighLevel the platform fee stays fixed and the part that changes is usage: phone numbers, texts, emails sent and premium AI are charged on top. On Unlimited you can pass phone and email costs on to clients at cost. On Agency Pro you can add a markup.
Both platforms keep each client's contacts apart from everyone else's. They do it in different ways, and that affects who holds the data.
In Zoho, each client normally has its own CRM organisation with its own web address, users and licences. One login can belong to up to 10 organisations, so your team can switch between clients without separate sign-ins. Nothing syncs between organisations, and licences are bought separately for each one. If your account manager works inside five client CRMs, each of those clients may need to pay for a seat for them.
In GoHighLevel, each client gets a sub-account under your agency account, with its own contacts, pipelines, calendars and automations. Your team moves between clients from one dashboard, and a new client adds no seat cost.
Settle three questions before you choose:

This is the biggest strategic difference between the two.
Zoho works with agencies through partner programmes. Consulting partners resell Zoho products and charge for setup, customisation, training and support. Zoho says there is no partnership fee and that partners earn recurring revenue for up to four years. To be enrolled as an Authorized partner, you need about $5,000 in Zoho revenue, the required certifications and successful client setups within six months. The higher tiers (Advanced and Premium) give you priority listing in Zoho's partner directory and, in some regions, a dedicated partner manager. The lighter affiliate route pays recurring commission on referred sales for up to 12 months.
A partnership does not put your own brand on the product. Clients log in to Zoho, see the Zoho name and pay for a Zoho subscription. If you sell expertise, that can work in your favour: clients trust an established vendor, and what you sell is the setup, the automation design and the training. If you want clients to see you as the software provider, it is a real limit.
GoHighLevel works the other way round. You put your logo and colours on the web app, run it on your own domain (such as app.youragency.com) and send emails and texts from your own domains. On Agency Pro you can also sell it at your own prices. A branded mobile app costs an extra $497 a month. Set up well, many clients never see the HighLevel name.
A simple rule: if your income comes from project fees and retainers, a partner programme is enough. If you want recurring software revenue under your own name, you need a platform you can rebrand. Our guide to GoHighLevel SaaS mode alternatives covers other options.
If websites are a big part of what you sell, look closely at this section. Neither product was designed with websites as the main job.
Zoho Sites is a separate subscription, priced per site, with plans set by page count: Lite allows 1 page, Basic 5, Plus 25 and Advanced 100. There is a 15-day trial and no free plan. You can embed Zoho CRM web forms, so enquiries arrive in the CRM as leads or contacts. An online store needs another product, Zoho Commerce. The Sites pricing page offers no agency or white-label option, so every client site is one more Zoho subscription to manage.
GoHighLevel includes a website and funnel builder on every plan, with custom domains and an AI tool for funnels. Reviewers generally call the editor functional rather than polished. It is fine for lead-generation pages and simple service-business sites, but gives you less design freedom than Webflow. Its strength is the link to the CRM: a form submission can create a contact, start a workflow and send a text without any other tool. For agencies that prefer WordPress for simple brochure sites, HighLevel also sells WordPress hosting as an add-on from $10 per site a month. Our GoHighLevel website builder review has more detail.
The table compares software costs only. The Zoho column uses Professional at $23 per user a month (annual billing), which is the tier Zoho promotes for automation and AI. The GoHighLevel column uses list prices on monthly billing.
| Scenario | Zoho CRM Professional | GoHighLevel |
|---|---|---|
| Agency's own CRM, 5 staff, no client accounts | $115 a month (5 seats) | $97 a month (Starter) |
| 3 clients, 2 CRM users each | $138 a month (6 seats) | $97 a month (Starter, 3 sub-accounts) |
| 10 clients, 3 CRM users each | $690 a month (30 seats) | $297 a month (Unlimited) |
| 25 clients, 3 CRM users each | $1,725 a month (75 seats) | $297 a month (Unlimited) or $497 (Agency Pro, with SaaS mode) |
What the table leaves out:
The break-even point is easy to work out. At $23 a seat, GoHighLevel Unlimited's $297 is the same as about 13 Zoho Professional users. Once you pay for 13 or more seats across your clients, GoHighLevel's flat fee is lower, before usage charges. Below that, or when clients pay Zoho themselves, Zoho is usually the cheaper route.
Your team's time matters as much as the price. Zoho CRM can be customised a great deal, and that is where the work is: someone has to design the fields, pipelines, automations and reports for each client. That suits agencies that charge for setup. It is slow if you want a client up and running in a day, and portals for your clients' customers only come with Enterprise and Ultimate.
GoHighLevel puts a lot in one place. Reviewers often say it takes weeks to learn properly, and that support is uneven on complex technical problems. Most agencies build one standard setup and copy it to every client, which is where the flat fee pays off. For a wider view, see our guide to the best CRM for marketing agencies.
Some agencies are really web design businesses that want a CRM attached to every site they build. For them, much of Zoho and GoHighLevel goes unused, and websites are the weaker part of both.
WebNewBiz is built for that situation. You describe a client's business in plain language, the AI drafts a complete website, and you or the client edit it by chatting with the AI Copilot. On Growth and above, the AI CRM scores leads, tracks deals, tasks and bookings, sends invoices that chase themselves and includes an AI funnel builder. Website enquiries land in the CRM automatically, and store buyers become contacts.
The white-label website builder for agencies puts your name, logo and colours on the dashboard, login page, emails and invoice PDFs, on your own dashboard domain. You create client accounts and put each one on a plan with limits. You can then log in as the client to do the work, or let them run it themselves. You set your own packages and prices, list them on your own storefront page and take payment through your own Stripe or PayPal account. The white-label CRM comes with it.
The honest limits: WebNewBiz is younger and smaller than both Zoho and GoHighLevel, with a much smaller app ecosystem and community, and there is no public agency price list. Texting is two-way SMS from a business number. It is not built for high-volume SMS marketing, where GoHighLevel is stronger. It is not a full business suite, so if clients want accounting, helpdesk and HR in one subscription, Zoho One covers far more. And every AI first draft still needs your client's real photos, facts and edits.
Is Zoho CRM cheaper than GoHighLevel for an agency?
Only when few people need a login. Zoho CRM Professional costs $23 per user a month billed annually, so four seats cost less than GoHighLevel's $97 Starter plan. From about 13 paid seats across your clients, GoHighLevel Unlimited at $297 a month is cheaper before usage charges.
Can I white-label Zoho CRM?
Not in the way GoHighLevel allows. Zoho's partner programme lets you resell and implement Zoho products and earn recurring revenue, but your clients log in to Zoho and see the Zoho name.
Does GoHighLevel keep each client's data separate?
Yes. Each client gets its own sub-account with its own contacts, pipelines and automations. Those sub-accounts sit inside your agency account, so agree in your contract how client data is handled and handed back.
Which has the better website builder for agencies?
For most agencies, GoHighLevel. Its website and funnel builder comes with every plan and is tied to the CRM. Zoho Sites is a separate subscription for each site and has no agency option. Neither gives you the design freedom of a dedicated website platform.
Where does WebNewBiz fit?
It suits agencies whose main service is websites and who want AI website building and an AI CRM under their own brand. It is younger and smaller than Zoho and GoHighLevel, and agency pricing is available on request.
